Ecological Restoration, Inc. worked closely with Partners for Clean Streams to decommission the Highland Park Dam. Creation of a pool-riffle-pool habitat allowed the reintroduction of fish passageways in Swan Creek, a major tributary to the Maumee River. The problem was that a very old, but active, concrete enclosed sewer line inhibited fish passage during low flow. Ecological Restoration, Inc. aided in the design and fully implemented construction of rock structures that, when strategically placed, would allow fish to move above the dam during periods of low flow. The project was immediately successful as fish were observed using the structure on the day of completion.
These were large rock riffles and were precisely constructed under the direction of Dave Derrick of The U.S. Army Corps of Engineers and with the coordination of the Ohio EPA and the City of Toledo. There were many obstacles, including a live sewage line, concerned public and the threat of flooding. Ultimately, due to our understanding of the objectives, the coordination with the agencies, and our interaction with the curious public, the project was a success. After significant high-water events, the structures held up well, but also helped restore the floodplain and aid in urban flood control.
